Can't you just use some library to automatically convert 256-color bmp to png when any bmp file without corresponing (converted) png file is found on game start? The more automation like this you have, the easier work is. I know this since without PCX-(IrfanView)->PNG-(my internal converter)->JS Level Array I would quit, especially after the fact that I've changed original game palette colors (using DPaintII) at least 4-5 times, because one color was used for 2 blocks and enemy (but indices were different).

My thoughts exactly. I think that your best option is to use the ImageMagick image processing and conversion library. Also see this Google search and this SuperUser topic... You may have to read through ImageMagick's documentation for using the right commands though... I hope this helps.

My advice is to practice what different tiles do.
But there is almost no limits so be creative!
