I don't really understand the point. Why would you use a thing like that (which is, as you wrote, used for modification of assets of the games that have all their resources packed to the memory image) in PK2? What would you like the tool to do, in PK2 case? Also, palette is tied to the background (and it's shared with the rest of currently loaded images), so again, what would you gain from messing with it? So it's really impossible to edit palettes in backgrounds in real time in editor you're working on? There's a few backgrounds with custom palette in this community. How they did that? I mean to make this custom palette editing process easier, try put real time palette editing in .bgm backgrounds in your editor. Where did you see any ".bgm" files (or whatever you mean) in PK2? Other people probably used some kind of image editor with palette modification support. That thing could become Palette Helper functionality at some point. I'm working (lately not so much) on LEVEL editor, not general PK2 editor. Don't expect it to be full PK2 workbench with embedded sprite/image/sound/tracker editor. Development costs time, and I'm not even finished level editor, so let's spend the time to make it complete (and add small features that make actual level editing more user-friendly and convenient), instead of trying to embed everything where it doesn't belong (or even make sense).

You do, but I still think it would fit Palette Helper a bit more, especially that for now I need to rebuild every image that is currently used when palette is modified. Until I find a better way (or at least prove that it isn't slow enough) it probably won't happen in level editor.

I think Unix philosophy summarises pretty much why not include a palette editor in a level editor. Also see the article about the Worse is better principle.

Now with proper map coloring. Amazing work Janne Kivilahti and seven on the map coloring algorithm! It isn't exactly readable, but the effect looks awesome.

Recent additions: - a tool that allows to move the whole map by certain amount of blocks, both horizontally and vertically - auto backup
