Backgrounds I'm not too good at but I can help you with tilesets.
1. Open another tileset that you want to edit. 2. Save it as another name 3. make changes 4. save
Make sure you open it with Paint because if you don't the color palette might get messed up. Don't open it with the Paint program in Windows 7, I believe it ruins the color palette. If the water changes color for some reason I don't know what to do about it.

GrafX2 seems to be a good editor for creating/editing PK2 images, since it is palette-oriented (once you load a PK2 image with correct palette as a palette source, it gives you full PK2 palette to choose colors from). Steps like in the post above: 1. Open another tileset that you want to edit. 2. Save it as another name 3. make changes 4. save You can also check out my Palette Helper tool for previewing your stuff with different backgrounds (or just checking if you haven't accidentally messed up the palette).
